Petition Help to buy for first time buyers. Govt should not charge premium on the equity.

Help to buy makes it difficult to remortgage the property because you have to pay premium on equity to the government. If this is help to buy then why charge premium on equity. Take you money back but let the owner keep equity so that he/she can keep the mortgage payments in control.
