Closed Change the rules of voting so that you have to vote in permanent ink.

There has been complaints in the past that voting in pencil can leave our votes open to being changed, as pencil marks can get erased, but if we vote in permanent ink, people will be more confident that their vote will count, so more people will be encouraged to vote.
