Closed petition VAT on all chocolate foods

There is no justifiable argument that anything with chocolate in it should ve zero-rated for VAT purposes - be it cake, drinking chocolate or lebkuchen.
At a time when we are trying to cut the deficit and the government is laying people off, giving Jaffa Cakes and chocolate-chip cookies a tax break that Chocolate Hob Nobs or chocolate digestives don't get is morally unjustifiable.
As such, I propose that any item with chocolate in it should attract the standard rate of VAT.
