Rejected petition Cyclists should have a reg plate and insurance

Today a cyclist crashed into the side of my car and bent my wing mirror. I got a bit concerned that he could have dent the door as I would then have had to pay for the wing mirror and to get the door fixed. As cyclists can claim off drivers insurance I feel it should go both ways for peace of mind.
