Rejected petition Refund Stamp Duty for first time buyers who purchased within this financial year

Due to the budget announcement today by Phillip Hammond, and the change in stamp duty which came into effect as of 00:01 on 22nd Nov 2017, I propose that any first time buyer who purchased their property within this financial year gets their funds reimbursed and charged at the new stamp duty rate.
