This bursary is supposed to enable pupils from families on a low income to access education and/ or training by meeting transport costs. The eligibility assumes pupils are not in Independent settings, but local authorities who cannot provide for some with additional needs often use such placements.

The result is that families on a low income with children who have additional needs are financially discriminated against. Often the reason many families with a child who has additional needs are on a low income is due to the care needs of that child.
