Closed Re-clasify bicycles enabling them to utilise footpaths

Bicycles are well known to cause minimal erosion in comparison to other vehicles restricted to bridalways. Re-classifying bicycles as foot vehicles or classifying cyclists as walkers would not only open up more transport routes to cyslists - away from increasingly busy and dangerous roads - but would also encourage more people to gain fitness through offering a safe environment for individuals and families to enjoy and improve their health.
