A new law is required. Parole board experts release convicts who then go on to re-offend. The public get assaulted and maimed, the experts on the parole board hide in their anonymity. If a convict is paroled and murders, then every member of that board should serve the sentence with their convict.

Parole boards are only accountable to themselves, not to the public. One of these is about to release "The Black Cab Rapist" after 10 years of an indeterminate sentence. This could make the public unsafe.
