Closed Campaign to shelter the homeless during any night reaching sub-zero temperatures

There is currently no legal protection for the homeless during severe weather - the provision of shelter (SWEP) is not a statutory duty even when conditions are life threatening

Make it a legal obligation for local authorities to provide shelter to all rough sleepers during severe weather.
