Closed Guarantee divorced/separated parents a minimum level of access to their children

Without a court order a divorced/ seperated parent has no automatic right to see their children. I’d like there to be a set minimum level of access granted to parents without the need for court orders that may take a long time to approve and are very costly to obtain.
