Closed Working people should be awarded 100% of the non working partners tax allowance

Every UK citizen is intitled to tax free income of 11500 pa. The fact that in a family unit only one person may be in full time employment while the other person may be at home bringing up children is not a good reason to financially penalise that family or any other in a similar position.
