Closed Issue legal guidance that IVA completion certificates should be issued promptly

An IVA makes people live on a tight budget for 5 years in an effort to pay back what they can. These people can't start to rebuild their lives or their credit rating until they get their completion certificate. This currently takes months and sometimes over 6 months. We suggest it should be 30 days.
