Blind Registered Persons , Including those who can see something, are entitled to 50% or 100%off Television Licence, Deaf persons should be entitled to a minimum of 25%off, Reason is that we cannot fully access all channel due to no Subtitling and/or Sign Language. So there is no Full Accessibility
