Petition Make it a legal requirement for horse owners to pick up their horse droppings

Living in a rural village in Berkshire I often see a lot of horse pooh in the road and never once a person cleaning it up, after my 6 and 8 year old sons pointing this out, why dog owners do why don’t horse owners it is unsanitary to surely in this day and age?
