Petition Change delay repay minimum delay to 5 minutes.

Currently delay repay schemes only compensate customers who experience delays of between 15 minutes and 30 minutes. Many more customers who are regularly delayed by 5 minutes or more receive no compensation. This needs to change. Train companies need to be held to account for their mistakes/delays.
