Petition Ensure Small/Medium Businesses have access to funds promised on Private Jobs

After a string of unpaid invoices from clients and going down the route of small claims to no success and no one to be held accountable, I propose the government put in a system similar to : DPS for housing, in which Clients must commit allotted funds to a independent body to hold a TPS

Trade Protection Scheme- Having an Independent body holding funds until works are complete will ensure payment is guaranteed to the Trades, no risk of coming out empty handed after a long small claims route. If works are agreed, the agreed upon fee must be placed into holding before Works are to proceed to ensure Client has "put their money where their mouth is".

If terms are not agreed upon a mediation route is put in place to resolve, even if the court route is taken this will ensure funds are safe
