Rejected petition Make it illegal for restaurant and bar owners to steal tips from their staff.

For every person who's ever worked in a restaurant must have come across employers that steal some or all the tip money that customers leave voluntarily for the staff. It's not meant for the employer, it's for the staff to keep. IT IS WORNG AND IT SHOULD BE ILLEGAL. Help me change this.
