Closed Permit marriage outdoors without the requirement of a permanent structure

Permit UK citizens to marry under a non-religious legally binding ceremony, in England and Wales, in all outdoor spaces without the requirement of a physical permanent structure. Laws already exist in Scotland and Northern Island. I am calling for equality within all countries of the United Kingdom.
