Petition Allow Industrial Hemp to be grown without a Home Office License (4 plants)

I propose a registered scheme with local police to allow UK adults to grow 4 plants of Industrial Hemp ONLY at home without a Home Office License. With tested seeds that are below 0.2% THC. Allowing individuals to grow safe CBD Hemp at home for personal use only . With labelled & tagged plants.
