Petition Ban tenancies that require rent paid in advance for social housing

Becuase im on universal credit I have to pay £20 pound on top of my rent. Because my rent is meant to be paid in advance but the housing element is paid in arreas, and if I dont pay this I will be breaching my tenacy agreement, I want social housing to be banned from making tenancies like this.
