A teenager should be able to change their name if they want to and not have to wait until they are 16.

I know a lot of teens that wanted to change their names before they hit 13 but they couldn't because they don't always have permission off both parents even if one parent has been absent for most of their lives or has caused destruction in their lives.
They should have the right to decide.
