Legalise the use of cannabis for medical purposes. Research throughly cannibis with regards to treating Cancer, HIV, MS, Pain Relief etc.
Still retain the right to prosecute individuals making financial gain with regards to this plant.
i.e. Drug Dealers
Doctors can issue medical cards that they can legaly buy cannabis over a chemists counter or obtain a licence to grow the plant legally if the individual has a record where he/she feels that cannabis may help there condition but a condition must exist in the first place.
