I think it would be good to stop paying these benefits, if people want children then lets make sure they can pay for them, currently there is a sense of entitlement that if you have a child then you get a house and can live for free in many cases, lets cut these benefits and give some of the funds to the schools, they in turn can provide an extra meal a day and also free uniforms etc, also they could cheaply then run after school care for working parents, a win win, it also makes sure parents are not living off the backs of having children.
