Closed Require councils to fine households disposing of recyclables in landfill waste.

Recycling reduces the need for processing raw materials, which creates air and water pollution. Landfill sites release harmful chemicals and greenhouse gases, which add to climate change. In 2010, the UK set 19 nature- targets to reach by 2020, of which 14 we have not made sufficient progress.
