Closed Mandate in law that a warning bell is fitted and used on all bicycles

So many times, Pedestrians are startled by bicycles coming up behind them. Bicycles are used on pavements, trails, towpaths and city parks away from traffic, but at the peril of unwary pedestrians. Many cyclists will slow down, but many don't and pedestrian rights of way are ignored.

The Government must mandate in law, that all bicycles used for travel in any area at any time, be fitted with warning bells, and further, that riders must be required to use them. All bells must be maintained in working order at all times.
