Closed Fund incentives to use cloth nappies and recruit volunteers to support them.

Local Authority budgets are being cut so incentive schemes are rare and at risk. They must be secured and funded by Central Government. Combining incentives and support from knowledgeable volunteers ensures families continue using cloth nappies. Existing volunteers must be valued and more recruited.
