Closed Second EU referendum with preferential voting: EU deal, no deal and remain

The UK government has failed to achieve a clear way forward on Brexit and this logjam is impeding the function of effective government. In order to democratically resolve this issue and heal divides, there should be a three option referendum with preferential voting.
