Closed Review UK material recycling infrastructure in order to decrease packaging waste

With China/far east now refusing to take our waste packaging, this will be returning to the UK. Currently the country recycling is done by region/council and capabilities vary wildly. This needs to be reviewed and consideration of a central facility with more recycling possibilities & effectiveness.

Each council can determine what they recycle.
Not enough variance of materials can be recycled - causing difficulty with recycling logos.
increases available post consumer recycled content for manufacturers to use.
