Rejected petition Do not start charging pensioners over 75 for TV licence

I am petitioning the UK govenment to request they do NOT start charging the over 75s for a TV licence. So many elderly people rely on the TV and Radio for company for many it is a lifeline to the world and the only thing that stops them being totally cut off and lonely.
Why was this petition rejected?
