Closed petition law to stop people crossing road whilst on mobile phone, incident their fault

Motorists cannot use a mobile phone whilst driving as it distracts them and leads to car incidents. But pedestrians cross the road in front of them whilst using a mobile phone and not using a safe location to cross the road and that's just as dangerous. Need a law to cover this.too, only fair.
