Rejected petition Compulsory third party insurance for bicycle riders when using roads.

Back in 2016 I was involved in a motoring accident that changed my life, my families lives and that of cyclist (bicycle).
The incident was caused by the cyclist. He has since applied for compensation from my insurers, he had no insurance there was no possibility of me making a similar claim.
I am a horse rider and regularly encounter cyclists whilst out riding. Myself and several acquaintances have expressed concern over the manner in which cyclists conduct themselves whilst using roads and tracks.
As a horse owner myself and my horses are fully insured.
Cyclists use major road routes and majority have no insurance.
It should be compulsory .
Why was this petition rejected?
