Closed Change the ID requirements to obtain a Provisional Driving License

Not everyone is registered at birth through no fault of their own but deserve the right to recognised and access to drive in the UK.

It is difficult to do anything these days without some form of photo ID and this needs to be addressed for British Citizens who do not hold a passport and cannot get access to a Birth Record.

The DVLA need to change the ID requirement to obtain a driving license to require only NHS or National Insurance Documents for those who don't have access to a Birth Certificate or Passport.
