Proroging should never again be used as a political weapon to avoid parliamentary scrutiny.
Passing Proroging rules into Law will have this effect.

The Rules may be along these lines :-
1. Standard Proroging of Parliment is always 5 days only.
2. 66% of MP's vote needed to extend beyond 5 days i.e. a non-standard Proroging.
3. only 1 Proroging allowed per 6 months, again with a 66% MP vote to overturn this rule.
4. PM can call a Standard Proguing at any time within the rules.
