Operation Brock has been implemented this morning even though Brexit has been delayed

The M20 was changed late 2018 to put operation Brock in place. In March when Brexit was supposed to happen the contra flow was started. When brexit didn’t happen it was stopped and the flow of traffic to Dover was returned to its proper carriageway. Operation Brock has now been implemented today even though Brexit isn’t going ahead this month. I fail to understand why this has been allowed to go ahead knowing Brexit has been delayed and it should be stopped!
