Petition Road Tax & TV Licence Savings Stamps

Some years ago, my parents were able to pay for their Car Road Fund Licence and TV Licence by buying saving stamps at the post office. In these times of austerity, could something of a similar nature be re-introduced.

It would mean people not having to find the money in one go when they need to renew and would also give work back to the beleagured post offices.
