Following the decline in emissions during the Covid-19 outbreak, at COP26 the Government should call for action which ensures carbon emissions never exceed 2019 levels.

The decline in emissions seen in recent months due to lockdowns across the globe has created an opportunity to ensure that global emissions never exceed levels in 2019. This will require action by governments across the world, and the UK Government should use COP26 to call for this.
