It’s not clear what the petition is asking the UK Government or Parliament to do.

The Coronavirus Job Retention Scheme provides a grant to employers to pay part of the salaries of workers who are put on furlough, but deciding who to furlough is a decision for individual employers, not the Government or Parliament.
