To adhere to the original statement on furlough to include empoloyees on company payrolls before 19th March rather than the PAYE (RTI) submission for that date as this excludes monthly paid employees who were employed prior to 19th March but not actually paid until after this date.

Because the original statement misled companies and employees and the revised arrangents disadvantage monthly paid staff who would otherwise qualify as being on payroll before 19th March.
