Treat light e scooters as pedal assist e cycles and make possible for more powerful stand up e scooters to be registered as motor vehicles.

The only difference with light scooters and e bikes that conform to law is the lack of fixed pedals, with proper provision under law regulation will mean all of them can be limited to 15.5 assist speed and pedal assist, so not twist and go. The more powerful can be used safely on the road with the same provisions as mopeds, limited by posted speed limits etc and subject to cbt or licence, identifying plates and insurance.
