Rejected petition Independent Review HS2, due to further reduction in the Benefit Cost Ratio (BCR)

Before commencing, Lord Berkeley, former Deputy Chair of the Oakervee Review, had his best estimate that the HS2 project has a BCR of less than 1, possibly as low 0.6

There have been further impacts on the BCR which should now be considered as costs have increased and demand has reduced

1. Red diesel is to be scrapped. Plant will have double the fuel cost. The taxpayer will not recoup contractors OHP

2. Westminsters Public Accounts Committee (PAC) has reported HS2 to be “badly off course”, phase one has risen dramatically.

3. Risk allowance is nowhere near enough, archaeological sites are being discovered

4. The basis of demand being 18 full trains per hour is false, HS2 Ltd openly admits that no other line in the world runs more than 12 – 14 trains.
