Closed Retrospective 12 month Stamp Duty Holiday

Provide a retrospective holiday (or at least in part) to those that have completed on house purchases up to 12 months prior to the holiday.

In addition to a matter of fairness, many people now impacted by COVID had purchased property in the last 12 months and their finances are even more stretched than those considering a property purchase today; they can't choose not to buy as they already have. A retrospective stamp duty repayment will assist them with the additional financial burden.
