Closed End Isolation for people returning from Spain

End the restriction on people returning from Spain to isolate for 14 days due to the low numbers and high control in Spain vs the high numbers and no control in the UK. There are families separated, home owners worried, businesses all at risk of people that contribute or contributed to the UK.

To avoid a wave of people returning to UK to claim benefits as the tourist industry has no revenue. To allow families to see each other. To stop businesses in Spain owned by English people who have paid into the UK tax system going under.
