After a person has passed there car licence test.
They should ( by law ) remove the L plate and then replace it with a ( P ) plate which indicates the driver is provisional.
This P plate should be valid for a fixed period of 24 months.
Whilst the P plate is in force if the driver causes
any road related penalties and then found to be
guilty. They should be made to re-sit the test.
I would believe that this would calm down and control any would be F1 drivers which usualy appear when the L plates are removed.
