Closed section 59 needs to be amended

The section 59 as many drivers shall know allows the police to seize a car/bike if they THINK that something may happen (or has)
*quote* (2) A constable in uniform shall also have the powers set out in subsection (3) where he has reasonable grounds for believing that a motor vehicle has been used on any occasion in a manner falling within subsection (1).

i feel that this should be amended as in many cases a car/bike could have been locked up and un-used at the time of said offence.

it is there word against the public.

this should be changed to them needing a solid prof of an offence being made (i.e video).

also as it stands, a S59 will stay with the car even after sold. this means a new driver could buy said car without knowledge of a S59 on said car and be penalized for a small mistake.
