Every person should have an inalienable right to transport and consume from resealable, human transportable containers (bottles), made from plasic or metal, containing portable (wholesome, drinking) water.

Currently people are deprived of the right to water at resonable cost in the name of security. However it is relatily easy to tell the difference between portable water and exploisives, and intoxicating drugs.
