In a very recent BBC TV interview Dr Peter Carter said that only way that another 'Mid Staffordshire incident' could be avoided will be to make individual members of the NHS culpable and responsible. Why will you not do that, so that taxpayers are relieved of the consequences of the criminal acts of employees in the NHS?
