Bring back the old standards for Motorcycle tests.

The 3rd Driving License Directive (3DLD), is a regime where you must take a test the A1 test to ride a 125cc, then wait 2 Years and take the A2 test to ride a 395cc, then wait another 2 Years, and take the A test to ride any sized bike, whereas before January 2013 you could take the A1 at 17 and ride a 33BHP for 2 years then automatically after two years you could ride any sized bike.
