create a plan to adopt the mersey tunnels into the road network. change the mersey tunnel act 2004 to stop merseytravel using money generated from tunnels to spend on things not related to the paying of tunnel debts, operation of tunnels, maintenance of tunnels and policing of tunnels. to make sure that tunnel tolls reflect actual cost of tunnel operation, maintenance, policing and debt.
