Closed petition PPI Mobile Phone Calls

The number of cold calls, automated calls, txt messages and unsolicited telemarketing regarding PPI and other similar schemes is becoming an uncontrollable nuisance to daily life. I would like the following law introduced:
To make it a legal requirement for all companies who use tele-sales techniques, automated call services and land and mobile phone calling methods to register their head office address and used telephone numbers on a central database accessible by the public for the purpose of registering complaints and grievances for such calls that have become a nuisance to the general public.
