Some TV channels charge for channels individually or as part of a package. This can mean that people pay up to three times to watch a channel. If made by the BBC it has been paid for by Licence fee, an additional subscription may also be charged and commercials make it three charges in total. TV channels, individually or as part as a package should only be allowed to charge a subscription or have commercials. They should not be allowed to have both.
